Your system may be better than ours. Here we just pay, and pay, and pay. and then they all cheat on their expense claims, all this without us knowing anything. Perhaps its better to let our budget expire and then be revoted upon, like you down there. With us we find out later how much overbudget we went and then no one knows anything and we just keep paying . . .
